Effective March 1, 2011, what are currently known as Local and National tour permits will no longer be used. The Local and National Tour permits are being replaced with the new BSA Tour Plan.
The new Tour Plan is currently linked below. Beginning on March 1, 2011 only the new Tour Plan can be used. Your registered tour leader will fill in all the necessary information and submit to your Council. The permit will be viewed by your council and a response from them will verify its approval or request for further information. This update is the accumulation of work by a cross-functional team of volunteers and staff including the Health and Safety Support Committee, Council Solutions, Outdoor Program Group, and Risk Management Advisory Panels.
Units are to complete the Tour Plan when planning for local, national, or international adventure. The plan helps ensure the unit is properly prepared, that qualified and trained leadership is in place, and that the right equipment is available for the adventure. Your local council will be the reviewer of all tour plans. Please complete and submit this plan at least 21 days in advance to ensure your council has enough time to review the plan and assist you in updating the plan if it is found defective. When review is complete, the second half of the plan is returned to you to carry on your travels.
WHEN DO I NEED A TOUR PLAN?
* Trips of 500 miles or more
* Trips outside of council borders not to a council-owned property
* Trips to any national high-adventure base, national Scout jamboree, National Order of the Arrow Conference, or regionally
* sponsored event
* When conducting the following activities outside of council or district events:
o Aquatics activities (swimming, boating, floating, scuba, etc.)
o Climbing and rappelling
o Orientation flights (process flying plan)
o Any activities involving motorized vehicles as part of the program (snowmobiles, boating, etc.)
* At a council’s request
